Gerald J. Miller is professor of public affairs at Arizona State University. He was previously on the faculty in the School of Public Affairs and Administration at Rutgers University. His research on public budgeting and finance, personnel management and other topics has been published in American Review of Public Administration, Journal of Public Budgeting, Accounting and Financial Management, Public Budgeting and Finance, International Journal of Public Administration, Journal of Public Affairs Education, Public Administration Review, Public Administration Quarterly, and many other journals. He has written or edited 15 books including Government Budgeting and Financial Management in Practice: Logics to Make Sense of Ambiguity that was published in 2011. He received his Ph.D. in political science from the University of Georgia in 1979.
